A renowned us scholar has pointed to south korea's 

"greater sense of community and social cohesion" as

what has driven progress in its fight against the new 

coronavirus, calling it "impressive."

 

 

michael j. Sandal, professor of government at havard 

university, made the remarks in an online interview 

organized by the foreign ministry, part of a series of 

talks with renowned intellectuals on the post covid-

19 era.

 

 

"i think one important difference is whether there is a 

strong enough sense of community so that people are 

willing to approach this crisis in a spirit of shared sacrifice 

to combat the virus and to promote public health and 

seek the common good, " he said in the interview released 

on sunday.

 

 

"my impression is that in south korea, one of the reasons 

for the success compared to other countries is a greater 

sense of community and of social cohesion, " he added.

 

 

the scholar enumerated a series of examples of things 

members of south korea's civil society have voluntarily 

done to help people in need during the pandemic, 

such as landlords reducing rents for small business or 

tenants.

 

 

"in south korea, there has been something that goes 

beyond philanthropy and charitable activity but 

voluntary associations and responses from within 

civil society, independent of what the government has 

done, " he said.

 

 

"this is very impressive because it arises from within 

civil society. And it shows that common regard, respect

and concern for one another. It goes beyond what a 

government alone, even effective government action, 

can do, " he added.

 

 

during the interview, sandel called attention to the 

deep divisions in society, which he said were highlighted 

during the dandemic, while stressing the need to 

"rearrange our economy and society" based on the 

"principle of the common good, solidarity, social cohesion."

 

 

"those of us who are able to work from home are relatively 

safe from the covid virus, whereas those who have no 

alternatives but to go to work in close proximity to the 

public, not only in the hospital but in grocery strores, delivery

people , warehouse workers, who are often not rewarded 

very well for their services, " he said.

 

 

"the people confronting the greatest risks today are the 

least paid workers.and i think we should learn something 

from that and try to bring them out in a more equal 

society, more fair society in the aftermath, "

he added.

 

 

south korea's response to covid-19 , based on its 

"principles of openness, transparency and democratic 

procedures" has gained international recognition 

as it has led to a slowdown despite the absence of 

lockdowns or border closures.

government and citizen's  hadling of coronavirus 

without lockdown and border closure.

the reason about this was the social cohesion and 

sense of community. But we need to make more

"내가 생각하기에 한 가지 중요한 차이점은 충분히 강한 공동체

의식이 있다는 점이다. 그래서 사람들은 공유된 희생정신으로

바이러스에 싸우기 위해 기꺼이 이 위기에 접근한다 그리고 

공동의 선을 추구한다." 그는 일요일에 발간된 인터뷰에서

내가 느끼는 인상은 더 큰 공동체 의식과 사회 연대라는 것이다".

 

샌델 교수는 한국의 시민사회 일원들이 전국의 코로나 바이러스

동안 도움이 필요한 사람들을 돕기 위해서 소상인들이나 세입자들을

위해 임대료를 깎아주거나 자발적으로 행한

코로나 바이러스 기간 동안에 사회에서 부각되어온 큰 분열에 주목했다.

 

자택 근무를 할 수 있는 우리들은 상대적으로 코로나 바이러스로 

부터 안전한 반면에 병원뿐 아니라 식품점, 택배기사들, 창고 근무자들,

그들의 서비스에 대해 자주 잘 보상받지 못하는 대중들 가까이에서

일하는 것 외에는 다른 대안이 없는 사람들이 있다.

 

"오늘 가장 큰 위험을 마주 보고 있는 사람들은 최소 임금 근로자들이다.

그리고 우리는 그것으로부터 무언가를 배워야 하고 더욱 평등한 

사회를 , 결과적으로 더욱 공정한 사회를 가져오는데 노력해야 한다.

 

개방성, 투명성 그리고 민주적인 절차에 기반을 둔 한국의 코로나

바이러스에 대한 대응은 국제적 인정을 얻었다. 그 대응이 엄중한 

봉쇄와 국경 폐쇄가 없음에도 불구하고 바이러스의 속도를 낮추는

방향으로 이끌었기 때문이다.

한국은 국제사회에게 이번 코로나 바이러스 대처에 대해 

깊은 인상을 남겼다. 다른 나라들에게서는 볼 수 없었던

외국에 나와 살다 보면 한국이 얼마나 살기 좋고 편하게 

갖추어져 있는지를 알게 된다. 필리핀에서는 일명 lockdown이 

계속해서 진행되고 있고 6월 15일에 풀릴 예정이었으나 
상황은 더욱 두고 봐야 할 것 같다.

부분적인 봉쇄만 풀린 상황이라 쇼핑몰을 갈 수는 있지만 

남편 말로는 상점들이 대부분 아직 재 개점하지 않는 상태이고 

몇몇만 개점한 상태다. 완전히 개방되었을 때 얼마나 더 바이러스가 

퍼질지는 미지수다. 아이가 있는 관계로 벌써 3달째 집콕을 

하고 있고 점점 이 생활에 적응을 해가고 있지만 앞으로는 좀 더 

나아지길 매일 바란다. 

 

 

영자신문을 꾸준히 읽으면 영어와 상식, 세상의 흐름을

개인적인 경험으로 며칠 지나면 다 잊어버린다.
